Thirty-Year CSA: Co-Design in Social Assistance Services

The elderly population over 65 years old currently represents about a quarter of the Italian population. By 2050, reasonable estimates suggest it could reach 35% of the total population. Among all the people living alone, whether by choice or necessity, half are currently 65 years or older; by 2040, this share is expected to reach 60% of all individuals living alone. (Source: Ministry of Labor and Social Policies). When a social health reform is implemented, the implementation is an opportunity to reform the system, to eliminate some regulations, update others, and approve new ones. However, a new social health reform is not only implemented to modernize the system; it is not only enacted because the economic resources available change. These are, rather, side effects and objectives pursued during the process.
