Although this is usually not perceived as such, personnel provision is, for all practical and legal purposes, virtually identical in nature, setup, operation, and purpose to temporary workers. Often, it is assumed that personnel provision is nothing more than outsourcing, which in a very broad sense means that payroll administration is wholly or partially outsourced to a specialized third party. However, this unnecessary simplification limits the scope and conceptual understanding of personnel provision and obscures its enormous potential as a means to balance the supply and demand of labor between two or more labor organizations in different countries within the EU or the EEA, or even beyond.
